VICTORIES
Congratulations on being part of a community of 881.174 members with countless victories. Read below what we have accomplished in 2020.
The Adoption Law has been voted
We convinced MPs to stop delaying the passing of the law awaited by more than 54.000 children without families. The Adoption Law had been blocked in Parliament for more than two years. With the involvement of our community, the bill received a new impetus and, in less than three weeks, it got passed.
- 26.000 of us signed the petition;
- 1.237 of the signatories wrote the members of Parliament and asked them to speed up the legislative process;
All wood is wood
We have determined the completion of the Wood Material definition in the Forestry Code. This took us more than a year and we would not have succeeded without the involvement of tens of thousands of Declic members who love forests. Now, the wood mafia can no longer chop down the stolen forest to lose its track
- Over 420 Declic members have donated for campaign expenses (journalistic investigations, social media promotion, legal studies) and 23.273 have signed the petition;
- 3.370 Declic members wrote the MPs and asked them to make laws for forests, not for the wood thieves.
Localization of 112 calls
After the Caracal tragedy, where a teenager girl was kidnaped, raped and then killed, we demanded that authorities fix the issue of unclear localization of 112 Emergency Calls. We campaigned to speed up the modernization of Emergency Calling Tracking and, in April, the AML (Advanced Mobile Location) system became operational
16.000 of us signed the petition and, with the support of Declic members, organized a flash-mob in front of the Ministry of Internal Affairs;
+1.000 of us wrote to the MPs who were hearing Marcel Vela, the candidate for the Ministry of Internal Affairs, and our question about the modernization of the Emervgecy Calls System was addressed;
We blocked the Certej mining project
We obtained in court the cancellation of the urban plan for the Certej cyanide mine. The judges thus stopped the advancement of the mining project, for an indefinite period.
- It took us four years and countless trial stages to win: first instance court, appeal, the retrial of the first instance court, appeal, appeal for annulment and review;
- Over 3.000 Declic members have contributed over time with the equivalent of 12.995 euros to pay for legal expertise.
We convinced the Government to re-send the Roșia Montană file to UNESCO
Together we have obtained a historical victory for Roșia Montană. We have persuaded the Orban Government to resume the procedure of including the cultural site in the UNESCO world heritage list.
- 15.602 Declic members have written the prime minister and 1.624 of us have contributed to the message we put on view on the largest electronic display in Bucharest;
- We have sent President Iohannis a letter and published it in the newspaper Libertatea
The SexEd Law was re-sent to Parliamen
We demanded that sexual education be included in schools’ curriculum. Members of the Chamber of Deputies ignored us, but we did convince the President to not enact the law. On November 4th, Klaus Iohannis sent the bill back for re-examination.
- 3.035 of us wrote to the MPs
- 3.375 of us wrote to the President.
It’s the end of a difficult year. When I heard someone say he wants to erase it from memory I labeled it as an overreaction. Then I heard more and more people saying the same thing and with time I began understanding them and also somewhat sharing this view.
Over 13.000 families have already lost someone dear this year because of Covid 19. Almost 500.000 Romanians have lost their job before the beginning of summer, as for the small business that went bankrupt, I couldn’t find any official data.
For us at Declic it was an ordeal to not meet face to face, to not organize any public rallies each time the authorities have messed up (and they did it on numerous occasions). Or, for some members of the Declic team, to do their work while their children could not go to kindergarden.
Although the pandemic brought along numerous shortcomings I wouldn’t however erase this year from memory. That would wipe out a huge number of solidarity proofs, some that almost brought me to tears, some which were made by the Declic community. I would also forget all that we’ve learned this year, working with Romania’s youth for a better election turnout or for the campaign regarding climate change.
But some of the politicians would want us to forget. To forget August 10th, the promised tablets for school children, the special pensions, to forget the vanishing forests from under our feet, the Constitutional Court and the Judicial Bodies that got transformed from fierce bulldogs to purring kittens. Others would want us to “close our eyes” especially when it comes to the interest of different industries. The gold extracting corporations would want us to take a look at illegal deforestation, the heavy polluting gas and coal industry would want us to pay attention to the digitalization of Romania. I’d assure them not to worry, slowly but surely we’ll get to everyone.
I would also want us to not forget that the power lies in us, the citizens. You will better understand this statement by reading the following pages. We’ve outlined in this report all our achievements from this challenging 2020, all our struggles, our attempts to shake public administration from its numbness or to stop it’s advance when the road ahead was not the right one. What progress we made
This summer we found out that over 150.000 young people were living in Bucharest without having changed their ID card address. Thus, they were not able to vote at the Local Elections. We set up to explain and emphasize how important it is to ensure your actual address is reflected in your ID card. We ran online campaigns as well as a huge public banner placed on the Cocor store in the city center of Bucharest.
We continued for the elections.
We created a mix of audios, videos, and banners, reaching over 600.000 young people. We spread the news everywhere, through ads on Facebook, Google and Spotify.We’ve spent 25.000 euro in order to mobilize people before the local elections. And it was worth it. 1.8 million young people, between the ages of 18 and 35, have voted in Autumn’s local elections.
It was still summer when we realized that 2.000 Romanian expats hadn’t registered to vote via mail for the Parliamentary Elections. So we ran informational ads on 2 continents. Over 39.000 Romanian ended up registering for mail voting.
Before the Parliamentary Elections, we promoted young people’s message for politicians. The message “No fossils in Parliament” reached over 830.000 youngsters and politicians. Through a short video, nine youngsters demanded that our future politicians stop supporting fossil fuels and start supporting renewable energy sources.

The government has adopted the National Strategy for Distribution of COVID-19 vaccine. 10.000 Declic members have requested that the medical staff and elderly be the first to get the immunization.
6.500 Declic members have convinced the Government to help with 100 million euros all cultural events organizers, not only those of well-known music festivals.
With 19.830 signatures we managed to bring back to public debate the project of dissolving the Special Section, the Section for the Investigation of Crimes in Justice that got formed during the Social Democratic Party’s assault on the Justice Laws. We organized a flashmob in front of the Ministery of Justice attacking the Ministry of Justice: "Predoiu, stop leading us on!". (Pun intended, in Romanian we say that someone takes you on a carpet ride when they mislead you intentionally).
Almost 25.000 of us have asked Anticorruption National Directorate to resume the fight against big corruption. The Chief-Prosecutor has met with us to say that the justice laws need to be modified in the right direction.
Over 16.000 Declic members have asked the President to name independent chief-prosecutors, but he ignored the opinion of the Superior Council of Magistracy.
We are waiting for the Ministry of Health to respond to our petition regarding the report of nosocomial infections in hospitals. We gathered 18.000 signatures and organized the flashmob "Report, stop hiding killer infections in hospitals!" in front of the ministry building.
25.400 Declic members have asked the Ministry of Education to ensure that all pupils have tablets. Together with the National Council of Students, we took a class book with 900.000 absentees to the ministry and then we organized a marathon protest of 6 hours with flying pigs. However, online education is still not accessible to everyone.
During an online debate, over 600 Declic members have asked Dragos Pîslaru, a Romanian European MP, to exclude fossil fuels from EU’s plan for economic recovery. However, The MEP continues to support financing investments in gas.

After launching the petition signed by 22.900 of us, the ministry has taken a first step: it launched the auction for the acquisition of satellite maps.
2.400 members wrote the President asking him to block the law that would destroy urban parks. He listened to us, the law that would have mutilated green areas was not promulgated.
21.275 of us mobilized to stop the building of hydroelectric power plants in protected areas, and 3.522 of us wrote to MPs in this respect. However, the members of Parliament lent their ears to the industry’s lobby.
We went to Court in order to stop the damming of rivers using European funds. We relied on the donations of 129 Declic members in order to initiate the lawsuit.
780 Declic members got involved in the rescue of West Jiu river and sent emails to the environmental institutions. The public pressure worked, the project that would have destroyed the river through watercourse regularization was withdrawn.
We continue with the lawsuit against the approval documents that would destroy Basca Mare river.
Dozens of Declic members wore gas masks and went out to protest in front of the Environment Ministry. The protest and over 21.000 signatures gathered made a difference: in December the first 3 modern pieces of equipment for air quality monitoring were installed, sending real-time data to the European Commission.
At the beginning of the year, 4.573 Declic members participated in the public consultation on energy and climate change. We asked the minister to prioritize renewable energy sources in order to facilitate the transition from fossil fuels.

3.539 Declic members contributed 81.000 euros in donations to provide food packages to those severely affected by the pandemic. We collaborated with the SNK Association, which organized the distribution in dozens of villages and towns around the country.
We teamed up with the Dăruiește Viață Association to buy protective equipment and devices to be donated to hospitals involved in the fight against Coronavirus. 38.175 euros were raised through the involvement of 2.440 Declic members.
The pandemic came with hard-to-accept restrictions for our grandparents and parents. To make everyone's day brighter, we did an online seminar with psychologist Daniel David. 4.000 people participated.
We promoted centralized information related to social services during the pandemic in 11 counties from Romania.
Even since the beginning of the pandemic, we have urged for an increase in the number of Covid tests. We published our message in Libertatea and G4media news outlets. Currently, over 30.000 tests are done daily, 10 times more than at the campaign start.
27.225 members supported the Declic petition for equipping Covid support hospitals with intensive care beds.
In the midst of the pandemic and the economic crisis, 120.000 Declic members called on the president to cap special pensions and use the surplus money for those severely affected by the crisis. Unfortunately, President Iohannis did not listen to us.
We persuaded the authorities to organize a working group on child sex offenders. We are 95.000 citizens involved in this campaign.How did members get involved in 2020

Treatment for children suffering from the rare disease Batten
It took 3 years of continuous efforts and the support of 12.000 members, but today, children with Batten disease receive free treatment in Romania.
Gender identity brought back to schools
+52.000 people persuaded President Iohannis to challange to the Constitutional Court of Romania an amendment to the education law, adopted by the Senate.
Animal Police
Minister of Internal Affairs, Marcel Vela announced in August the establishment of the Animal Police. Thus, abused animals will be able to be extracted by law enforcement officers, without needing a warrant to enter private property.
Mobilization in Sector 1
+14.000 citizens from Sector 1, Bucharest, united and saved Herăstrău Park, Băneasa Forest, and other green urban spaces in the area, even if it meant taking the issue to court.
Days off for parents
+55.000 citizens demanded the Government instate days off for parents when nurseries, kindergartens, and schools are closed. During the pandemic, thousands of families were able to benefit from these paid days off

Violence against women: The unforgettable image
We took this photo to emphasize the urgency of adopting a law to monitor the aggressors by using electronic bracelets. Delaying the implementation of clear actions leaves victims of domestic violence defenseless.
#August10: We demanded the Court to reopen the case
We paraded a giant pink elephant around Cotroceni, the Ministry of Internal Affairs, the Directorate for the Investigation of Organized Crime and Terrorism, and the Court of Appeal. We asked that the elephant in the room not to be forgotten: the August 10th file! We also hired a team of lawyers to monitor the progress of the investigation.
Pandemic protest: the Declic mask
We made 4.000 masks with the message “Cut down special pensions, not the forests." This was our way of protesting because politicians refuse to solve these two important problems: special pensions and deforestation.
Forests: 10-hour consultation at the Ministry for the Environment
We spent over 10 hours debating the amendments to the Forestry Code, in July. After tough negotiations and loud voices, we managed to complete the definition of wood. Now the law says that wood thieves can no longer turn it into scrap wood and transport it without documents.
Rivers: We took the beaver into the Parliament
The day MPs passed the anti-river law, we entered the Parliament with a huge beaver to plead for wild rivers. Deputies preferred to ignore us and vote for the destruction of rivers and the construction of hydropower plants even in protected areas.
Pandemic song #stauacasa (I'm staying home)
We managed to diminish the effects of the pandemic’s first wave because we understood why #stayinghome is important. The song ”Stau acasă” helped also. We created it with our friends from Epic Show. The song went viral and was seen by over 6 million people on the internet.
Roșia Montană: our message in the city center of Bucharest
We have displayed our message to Ludovic Orban, the Romanian Prime-Minister at the time, on the largest electronic advertising board, right in the heart of Bucharest: “Ludovic Orban, are you betraying our trust or are you saving Roșia Montană?”. Only two days after, the Roșia Montană file was sent back to UNESCO, so we updated our message by announcing the victory for Roșia Montană.
Clean Air: Protesting with gas masks
Together with a few dozen Declic members, we went to the Ministry of Environment wearing gas masks, in order to ask for transparency and real-time data publication regarding the quality of the air we breathe.
Instead of online schooling, a mock-up in “Libertatea”
We published a mock-up titled “Minciunisie” (word play: “minciuna” means lie in Romanian and Anisie was the Minister of Education at that time) in the newspaper “Libertatea” to raise awareness regarding her “achievements”. Three months after the beginning of the school year, the delivery of educational tablets towards pupils in need has not finished.
Declic made up an “influencer”: we set up an outreach program to convince young people to vote
Our purpose for the local elections that took place in September was to bring young people to the ballot box. Together with Olga, our colleague, we produced a series of short films to inform people on how and where they can vote and the importance of doing so (including how to change their address in their ID in case they moved recently to another city). Our effort was a success: more than 1.8 million young people managed to cast their vote.

What we've learnt as a team this year
Ana:
⭐ I realized that I have underestimated the importance of sweatpants so far. They were the MVP of my clothing cabinet in the past few months. Compared to last year, I have learnt to push harder for an answer from the authorities when they try to avoid a question.
Anduța:
⭐ I really missed the offline actions with Declic members and volunteers this year, as well as the meetings with the full team. I can't wait for the pandemic to pass!
Antoniu:
⭐ Isolation at home taught me that one can also participate in parliamentary meetings in shorts or even pyjama pants. Because in the online environment the others see you only from the waist up. We spent tens of hours on Zoom participating in parliamentary committees in order to make sure the laws were made to benefit the forest, not the mafia.
Cătălina:
⭐ This year I learned to be patient and fight fiercely for the causes that I believe in, even if the fight is two years long and sometimes I felt like I couldn’t go on anymore. You can always find another way of pressuring the authorities to do their job! Most importantly, as long as there are other people from the Declic community around you, the fight is definitely not lost! The fight for an independent judicial system goes on. :)
😄Dan:
⭐ Not much has changed for me. Even before, I was isolated in my cave all day, writing lines of code, just like now. I really enjoyed seeing others pulled into my world.
Denisa:
⭐ 2020 meant leaving the journalistic world and joining the Declic team. It was hard for me at first, I still stumble sometimes, but luckily I have empathetic colleagues! And they are the ones who taught me how valuable brainstorming is.
Olga:
⭐ Because of the pandemic, I haven't had many offline actions to organize. I feel sorry, but I shifted my activity. To TikTok, to Youtube. I "learned" how to act like an influencer and prioritize the needs of the youngsters.
Lumi:
⭐ This year we had to change our office in Cluj, after almost 10 years. At the new office, we have large windows and many windowsills, so we turned it into a small indoor garden. We have strelitzia, oleander, dracaena, yucca, cymbidium, pilea cadierei, Bromelia vriesea, bamboo, schefflera or umbrella palm, and avocado. 🌱🌴🌿
Roxana:
⭐ During this pandemic, I ended up working more and taking fewer breaks from what was going on around me. To make my own life more bearable, I decided to use post-its to prioritize my tasks and I started growing a small indoor garden to get away from my desk.
Silvia:
⭐ This year I discovered what it's like to work from the kitchen in pajamas. And that’s a pity because although we have a new office in Cluj, I didn't enjoy it as often as I would have liked.
Tudor:
⭐ We are 800.000 Declic members and we could reach 1.000.00 in 2021. I really hope this happens so that I can send you an email in which I can honestly tell you that you are “1 in a million ”.
Declic’s budget
Transparency data
A large portion of Declic’s budget comes from our community’s donors. In 2020 we have received donations in the sum of 2.788.959 RON, with an average donation of approx. 38 RON. Small and large donations are the engine of our organization.
Declic also received grants from the following foundations: Sigrid Rausing Trust, OPEN Minds, European Climate Foundation, ROMANIAN UNITED FUND and JMG FOUNDATION.In 2020, Declic also raised donations for other organizations, redistributing them towards:
